Corsair Cove is a new pirate city builder from the Tropico 6 team

Limbic Entertainment and publisher Hooded Horse have announced Corsair Cove. It is a new pirate-themed city builder coming to PC and Xbox Series X|S in 2026. The game will be available on Game Pass on day one, and you can already wishlist it on the Xbox store. PC players will also find it on Steam and the Epic Games Store.

Limbic previously developed Tropico 6 and Park Beyond. The studio is now applying that management experience to a different kind of tropical island. Tropico 6 modernized a classic dictator simulation, and Park Beyond experimented with physics-defying rollercoasters. Corsair Cove seems to blend those two concepts: tropical management mixed with absurd construction geometry.

The game looks gorgeous in motion. The world is filled with bright turquoise waters, dense jungle foliage, and massive skull-shaped rock formations with waterfalls pouring from their mouths. It hits every classic pirate visual trope perfectly.

Most city builders require large tracts of flat land to lay out grids and roads. Corsair Cove completely ignores that requirement and forces you to build upward.

You start with a basic shantytown built from the wreckage of your own ship. From there, the settlement expands directly up the sides of craggy cliffs and mountain peaks. The game relies heavily on vertical logistics. You connect these towering, multi-level structures using rope bridges, elevators, and ziplines.

"Build wherever you like and reach heights others wouldn't dare!" the narrator says.

Complex production chains

A pirate haven needs more than just wooden shacks and rope bridges. The game has over 50 different resources to manage. You have to set up production chains to manufacture everything from ale and clothing to spyglasses and cannons.

Keeping the crew happy is a core mechanic. A rowdy pirate crew requires constant appeasement. Failing to provide enough grog or weapons will likely cause a mutiny or stall your production lines. You unlock new buildings and tools by progressing through four specific development paths: Notoriety, Empire, Seafaring, and Wealth.

Each path unlocks specific tools of the trade. Progressing through them grants access to new buildings, advanced production chains, and heavier ships to handle increasingly dangerous challenges.

Taking to the seas

The island is only half the game. You also have to construct and equip a fleet of ships to interact with the rest of the world.

These ships are necessary for exploring uncharted waters and raiding nearby islands for resources you cannot produce at home. You also need them for defense. The Crown actively hunts pirates in this setting. You have to fight off their agents to keep your settlement safe and protect your supply lines.

Hooded Horse is publishing the game. They have built a strong reputation recently by backing deep, complex strategy games like Manor Lords and Against the Storm. Their involvement suggests Corsair Cove will lean heavily into hardcore management mechanics rather than just casual town building.

Real pirates probably did not spend their afternoons optimizing zipline logistics to maximize cannon production. The vertical approach is a welcome twist on standard city builder grids, though. We will see how well the logistics hold up when the game launches next year.
